Maybe power cycling the monitor where it was connected would have fixed it, who knows. I now have the mouse receiver plugged back in and the issue is gone. The mouse was not powered on, I'm not sure why it was doing this. Removed it, reconnected the USB cable and life was wonderful again. I had a receiver from a mouse that I haven't used in months.
